دور الإتـصال الرقمي في تحقيق اليقظة الإستراتيجية في جامعة تبسة – دراسة ميدانية على الطاقم الإداري بكلية العلوم الإنسانية و الإجتماعية

Abstract

جاءت هذه الدراسة للتعرف على مدى أهمية الدور الذي تلعبه التكنولوجيا في تطوير قدرات المؤسسات على التخطيط للمستقبل بأساليب أكثر دقة وفعالية ومن خلال ذلك قمنا بطرح التساؤل التالي : ماهو دور الإتصال الرقمي في تحقيق اليقظة الإستراتيجية بجامعة تبسة؟ وهدفت هذه الدراسة للتعرف على الأدوات الرقمية المستخدمة في تحقيق اليقظة الإستراتيجية ، تحديد العوامل التي تدفع الموظفين إلى إستخدام الإتصال الرقمي لتحقيق اليقظة الإستراتيجية ، تقييم تأثير مستوى المعرفة الرقمية لدى العاملين على قدرتهم في تحقيق اليقظة الإستراتيجية، دراسة العوائق التي تعرقل الإستخدام الفعال للإتصال الرقمي في تحقيق اليقظة الإستراتيجية و قد تم إجراء هذه الدراسة بالإعتماد على المنهج الوصفي الذي بدوره يصف ظاهرة من الظواهر للوصول إلى أسبابها والعوامل التي تتحكم فيها ، حيث اعتمدنا عليه بهدف دراسة دور الإتصال الرقمي في الوسط الإداري بالكلية و التعرف على مدى مساهمته في تحقيق اليقظة الإستراتيجية ، كما اعتمدنا على اسلوب الحصر الشامل للقطاع الإداري بالكلية حيث قدر ب 74 مفردة، و تم جمع البيانات بواسطة أداة الإستبيان ثم قمنا بمناقشة النتائج ، حيث تمثلت أهم النتائج في: رغم توفر الأدوات الرقمية الأساسية إلا أن استخدامها في كلية العلوم الانسانية و الاجتماعية يظل محصورا في المهام الإدارية الروتينية دون تفعيلها بشكل حقيقي كأدوات لتحقيق اليقظة الإستراتيجية وذلك يعود لمجموعة من الأسباب المتداخلة منها ضعف الدعم والتحفيز على توظيفه في الأبعاد الإستراتيجية، تفاوت المستوى الرقمي بين الموظفي، ضعف البنية التحتية، انقطاع الأنترنت، ضعف التكوين وبهذا يبقى الاتصال الرقمي أداة تشغيلية تنفيذية غير مفعلة إستراتيجياً . Abstract This study aims to explore the significance of technology in enhancing institutional capabilities for future planning through more accurate and effective methods. Accordingly, the central research question posed is: What is the role of digital communication in achieving strategic vigilance at the University of Tebessa? The objectives of this research are : to identify the digital tools utilized in realizing strategic vigilance; to determine the factors that motivate administrators to adopt digital communication for this purpose; to evaluate the impact of administrators’ digital literacy on their ability to attain strategic vigilance; and to examine the obstacles hindering the effective use of digital communication in this context. The study employed a descriptive research methodology, which seeks to describe phenomena in order to understand their underlying causes and influencing factors. This method was applied to investigate the role of digital communication within the administrative environment of the university, assessing its contribution to the realization of strategic vigilance. A comprehensive survey approach was adopted, targeting the entire administrative staff of the faculty, consisting of 74 individuals. Data were collected using a structured questionnaire and subsequently analyzed. The key findings indicate that, despite the availability of essential digital tools, their use within the Faculty of Humanities and Social Sciences remains limited to routine administrative tasks. These tools have not been effectively used as instruments for strategic vigilance. This shortcoming is attributed to several interrelated factors, including insufficient support and motivation for integrating digital communication into strategic dimensions, disparities in digital competence among staff, inadequate infrastructure, unreliable internet access, and limited professional training. Consequently, digital communication remains an operational tool that is not strategically activated within the administrative sector.
