تهدف هذه الدراسة إلى التعرف على استراتيجية التحفيز المتبعة في الصندوق الوطني للتأمينات الاجتماعية للعمال الأجراء (CNAS) بتبسة، من خلال الوقوف على مدى فعاليتها في تحفيز العاملين وتحسين أدائهم الوظيفي. ولتحقيق هذه الأهداف، تم اعتماد المنهج الوصفي، حيث طُبقت الدراسة على عينة قصدية من 100 موظف يعملون في CNAS تبسة، وتم جمع البيانات باستخدام استمارة استبيان مقسمة إلى عدة محاور.
وأظهرت نتائج الدراسة أن استراتيجية التحفيز في المؤسسة تركز على الحوافز المادية مثل رفع الأجور و العلاوات ودعم الاستقرار الوظيفي، بينما لوحظ ضعف في الحوافز المعنوية مثل التقدير والمشاركة وفرص التطور. كما أبدى بعض الموظفين شعورًا بعدم العدالة في توزيع المكافآت، مع ضعف الربط بين الأداء والمكافأة. ويُعتبر هذا النقص في التوازن بين الجوانب المادية والمعنوية من أبرز التحديات التي تواجه استراتيجية التحفيز في CNAS تبسة، مما يتطلب إعادة النظر في السياسات المتبعة لتعزيز العدالة، وتحسين التواصل، وتطوير بيئة عمل تحفيزية شاملة.
Study Summary ;
This study aims to explore the motivation strategy adopted by the National Social Insurance Fund for Salaried Workers (CNAS) in Tébessa, and to assess its effectiveness in motivating employees and improving their job performance. To achieve this, a descriptive approach was employed, targeting a purposive sample of 100 employees working at CNAS Tébessa. Data were collected through a questionnaire structured around several key dimensions.
The findings revealed that the institution’s motivation strategy primarily focuses on material incentives, such as salary increases, bonuses, and job stability. In contrast, non-material incentives—such as recognition, employee participation, and career development opportunities—were found to be weak. Additionally, some employees expressed a sense of unfairness in the distribution of rewards and a lack of clear linkage between performance and compensation.
These imbalances, especially between material and non-material aspects of motivation, constitute a significant challenge for the current strategy. Therefore, it is essential to reconsider the adopted policies to enhance fairness, improve internal communication, and develop a work environment that fosters motivation and performance.
