Abstract

تكشف مضامين الجريدة الرسمية الجزائرية لسنة 1962 و1963 عن ملامح واضحة لدبلوماسية أحمد بن بلة في مرحلة بناء الدولة الجزائرية المستقلة، حيث اتسمت هذه الدبلوماسية بالتركيز على تثبيت الشرعية الدولية من خلال الانضمام إلى المنظمات والاتفاقيات العالمية كاتفاقية قمع الاتجار بالبشر، وتفعيل مبدأ السيادة الوطنية بإلغاء التشريعات الاستعمارية التي كانت تمس الكرامة والسيطرة الوطنية، خاصة في مجالات الطيران المدني والعمل الجوي. كما برز توجه نحو الانفتاح الخارجي من خلال زياراته الرسمية إلى عواصم مؤثرة دوليًا كواشنطن، موسكو، القاهرة، وبلغراد، في إطار سياسة عدم الانحياز، وذلك لتأمين الدعم السياسي والاقتصادي للدولة الفتية. وتعكس هذه النصوص أيضًا حرص بن بلة على إرساء قواعد السياسة الخارجية الجزائرية المستقلة القائمة على الدفاع عن قضايا التحرر ودعم حركات الاستقلال في العالم، مما جعل دبلوماسيته امتدادًا طبيعيًا للكفاح الثوري، ومنطلقًا لبناء علاقات دولية متوازنة تحقق مصلحة الجزائر في محيطها الإقليمي والدولي.....................Abstract: The contents of the Official Gazette of Algeria for the years 1962 and 1963 reveal clear features of Ahmed Ben Bella’s diplomacy during the early phase of building the independent Algerian state. This diplomacy was characterized by a strong emphasis on consolidating international legitimacy through Algeria’s accession to global organizations and conventions, such as the Convention for the Suppression of the Traffic in Persons. It also focused on reinforcing the principle of national sovereignty by abolishing colonial-era legislations that undermined national dignity and control, particularly in the fields of civil aviation and aerial work. Moreover, Ben Bella demonstrated a clear openness to the international arena through his official visits to key world capitals such as Washington, Moscow, Cairo, and Belgrade, within the framework of the Non-Aligned Movement, in order to secure political and economic support for the young state. These texts also reflect Ben Bella’s commitment to laying the foundations of an independent Algerian foreign policy based on the defense of liberation causes and the support of independence movements worldwide, making his diplomacy a natural extension of the revolutionary struggle and a starting point for establishing balanced international relations that serve Algeria’s interests in both its regional and global environments.
