Abstract

تهدف الدراسة إلى فهم ظاهرة تهريب المازوت في مدينة بئر العاتر من خلال تحليل مختلف العوامل. تتسائل الدراسة عن المتغيرات التي تسهم في انتشار هذه الظاهرة، مع التركيز على العوامل الاقتصادية والثقافية والاجتماعية التي تؤثر على نشاط التهريب تأتي فرضيات الدراسة كمحاولة لتفسير هذه الظاهرة، حيث تفترض أن العوامل الاقتصادية والثقافية تلعب دوراً أساسيا في استمرارية التهريب في بئر العاتر؛ ولتحقيق أهدافها، تعتمد الدراسة على المقابلات المقننة التي تستخدم لجمع البيانات من المهربين والملاحظات الميدانية لتحصيل المعلومات المحكمة . تقوم هذه الأدوات بتحليل عوامل متعددة مثل الظروف الاقتصادية للمهربين والأسباب الثقافية التي تدفعهم لممارسة التهريب، وذلك بهدف فهم أعمق للتحديات والأسباب الدافعة لهذه النشاطات غير القانونية. بعد تحليل المقابلات والبيانات المتحصل عليها توصلت الدراسة إلى أن التهريب ينشأ نتيجة لنقص الفرص الاقتصادية وارتفاع معدلات الفقر والبطالة، مما يؤثر سلبًا على الاقتصاد بزيادة أسعار المازوت وتعطيل النشاطات التجارية والزراعية الأخرى. ينجم عنه أيضًا اضطرابات اجتماعية مثل طوابير المحطات، ومن وجهة نظر المهربين، يعتبرونه وسيلة بسيطة للعيش رغم عدم شرعيتها. Study Summary: The study aims to understand the phenomenon of diesel smuggling in the city of Bir Al-Ater through analyzing various factors. The study questions the variables that contribute to the spread of this phenomenon, focusing on the economic, cultural and social factors that affect smuggling activity. The study hypotheses come as an attempt to explain this phenomenon, as it assumes that economic and cultural factors play a fundamental role in the continuity of smuggling in Bir Al-Ater. To achieve its objectives, the study relies on structured interviews used to collect data from smugglers and field observations to collect solid information . These tools analyze multiple factors such as economic conditions To smugglers and the cultural reasons that drive them to practice smuggling, with the aim of a deeper understanding of the challenges and reasons driving these illegal activities. After analyzing the interviews and data obtained, the study concluded that smuggling arises as a result of the lack of economic opportunities and high rates of poverty and unemployment, which negatively affects the economy by increasing diesel prices and disrupting other commercial and agricultural activities. It also results in social unrest such as queues at stations, and from the smugglers' point of view, it is a simple way of living despite its illegality.
