Abstract:
يعتبر مجلس المحاسبة الجزائري ألية دستورية لرقابة مالية الدولة، أسس ميدانيا بموجب القانون رقم 80-05 المؤرخ في 01 مارس 1980 المتعلق بممارسة وظيفة الرقابة من طرف مجلس المحاسبة ،نصت عليه مختلف الدساتير الجزائرية ،مشكل من مجموعة غرف اختلف اختصاصها ما بين اختصاص وطني و أخر اقليمي، اضافة الى غرفة الانضباط في مجال تسيير الميزانية و المالية ، يتكون من قضاة يساعدهم موظفون اداريون
يمارس هذا الاخير نوعان من الرقابة ،رقابة قضائية تتجلى في مراقبة أموال الدولة و الجماعات المحلية و ذلك من خلال ايداع الحسابات و الامر بالصرف بعد نهاية كل سنة مالية، و رقابة ادارية تهدف الى الوقاية من الغش و الممارسات الغير قانونية التي تلحق ضرر بالأملاك العمومية ، تقوم على مراقبة نوعية التسيير و المشاريع و البرامج و السياسات العمومية.

The Algerian Accounting Council is a constitutionalmechanism for state financial control, established on the groundunder Law No. 80-05 of March 01, 1980 on the exercise of the oversightfunction by the Accounting Council, stipulated in various Algerian constitutions, consisting of a group of chamberswhosejurisdictiondiffersbetween national and regionaljurisdiction, in addition to the disciplinarychamber in the field of budget and financial management, consisting of judgesassisted by administrative officials.
The latter exercisestwo types of control, judicial control manifested in the control of state funds and local communitiesthroughdepositingaccounts and orderingdisbursementafter the end of eachfinancialyear, and administrative control aimed at preventingfraud and illegal practices thatharm public property, based on monitoring the quality of management, projects, programs and public policies.
